Individuals can do nothing to improve the environment, only governments and large companies can make a difference. To what extent do you agree or disagree?
Sample
The environment is on everyone's minds now. There are concerns that within 50 years there will be not enough fish to feed humans and that with global warming, flooding will lead many major cities under water. And this is why governments should take the lead along with large corporations to help alleviate the situation and individuals can pitch in to do their part.
First and foremost, governments need to work together and with their people in setting the agenda to improve the environment. This is a global problem that needs to be tackled from all fronts. Governments can stimulate companies into action by lowering taxes or giving financial incentives to those enterprises that use environmentally friendly materials or significantly reduce greenhouse gas emissions.
Countries can also bar the sales of polluting or inefficient products, and even raise fuel costs so that more people will take public transportation. Many cities already have recycling programs in place, collecting unwanted plastic, newspaper and paper products that are cleaned and reused in different forms.
Next, large corporations can also take the lead in branding themselves as responsible businesses that are concerned with the environment. This can make good business sense and consumers will be keen to use their products and services if they are environmentally responsible. Their research and development departments can develop engines that use fuel more efficiently or even create bio fuels or find other innovative ways to reduce, reuse and recycle.
While large companies are seen as the biggest polluters, individuals grouping together are also making a big impact on the environment. People can do their part to reduce their "carbon footprint" on the earth. This can be as simple as participating in a recycling program, composting fruit and vegetable waste, using public transit, walking or cycling as a means to ~ get around, and doing less long distance travelling.
Governments need to take the lead in showing their citizens they have an effective plan to save the environment. From there corporations must comply to these new policy measures, but also show that they are innovative in finding new ways to be more fuel-efficient. Finally, individuals themselves also need to playa role at the grassroots level and do their share in caring for the environment. Only with this multi-pronged approach will global warming be eased in some way.

Topic (Social Issue - Bullying)
Education is a very important part of a child's life, and yet an increasing number of children are showing reluctance to attend school. It is not that they find the work too difficult or are afraid of the teachers. No, it is because they are being bullied.
School bullies can make other children's lives a misery and their bullying takes different forms. Often they will use their physical size to intimidate those who are smaller and weaker than themselves. They will threaten their victims with a beating if they don't do as they say, often using physical force to extort money, and will steal possessions from them by force.
Bullies use verbal abuse as well as physical abuse on their victims. The butt of this abuse may often simply be slightly different in some way from the rest of the class. A child may have red hair, wear spectacles, not have the latest fashion in shoes, have only one parent, or be of a different race, for example. This can make them a target for the school bully, who will indulge in the most insulting name-calling.
Some psychologists say that the desire of the class bully to dominate the others is a result of an inferiority complex or some personal unhappiness, but this does not help those who are on the receiving end of the abuse. So great is the bullying problem that many schools have been forced to draw up an official strategy for dealing with it.
Teachers encourage the victims of bullying to report the matter to one of them, but many of them are afraid to do so, for fear of more physical assault or more taunts. The bullies will accuse them of telling tales and make them suffer more. Furthermore, those who browbeat others, although domineering, can often appear to be charming to those who are in authority.
Because it is so difficult to get victims to report bullies, and often difficult to prove coercion, many bullies escape unpunished. We must protect our children from this persecution. They have a right to enjoy their schooldays.

Topic (Crime –Stalking the Famous)
People who are in the public eye have to become accustomed to a great deal of attention. They are used to the attentions of reporters and the paparazzi, but some celebrities now have to face another problem. Stalkers are following them around.
Of course, celebrities have to accept that fans will try to get near them, and pop groups, in particular, often have groupies following them around constantly. However, there is a vast difference between stalkers and groupies. Groupies are usually young girls who imagine themselves to be in love with a member of the pop group and they usually travel to performances together. Stalkers, however, can be of either sex and of any age, and they operate alone.
There are different degrees of stalking. Some people simply like to be close to the objects of their affections and rarely make a nuisance of themselves. The worst such a person might do is to badger the celebrity for their autograph, and celebrities must accept that as the price of fame. Others pursue their quarry relentlessly and make the celebrities concerned feel persecuted.
Stalkers do not always pester their prey openly. They sometimes just trail them constantly. Every time the celebrity turns round there will be the silent stalker. Often, a stalker will track the celebrity to their home and wait outside until the celebrity comes out. Then the stalker begins the pursuit again.
Some stalkers do approach the celebrities whom they have chosen to hound, constantly harassing them with requests and invitations. A stalker like this becomes such a nuisance that the celebrity feels completely beleaguered.
It is difficult to know what causes a stalker to treat a celebrity like this. Often, such a person is disturbed in some way. What might start out as admiration for a person becomes an obsession. They admire a particular celebrity and this develops into a need to follow them around.
Several countries are bringing in legislation against stalking. Unfortunately, it can be difficult to prove.
